In this position, a Deputy Manager of Quality Assurance will be expected, but not limited to:
  • Lead a small team of QA engineers at WEC China to perform a wide range of Quality Assurance functions, including further development and implementation of the quality assurance program; project quality plans and project procedures for the China Wave II & III I&C projects and projects in other product lines ;
  • Maintain compliance with Westinghouse’s Quality Management System for non-nuclear safety-related scope, and work to expand the quality management system scope to support company business into safety-related items.
  • Promote, nurture and assure a mature and healthy Nuclear Safety Culture and Safety Conscious Work Environment across all functions at WEC China.
  • Drive safe, error free performance and a safety conscious work environment through active use and promotion of Human Performance tools and organizational learning.
  • Interface with related QA organizations in Westinghouse USA, including product line QA organizations, Quality Program, SQO and SQA, to ensure compliance and consistency of QA process and to share best practice and lessons learned
  • Ensure rigorous oversight of specified activities.
  • Supplier quality oversight at specified Westinghouse suppliers in China.
  • Interface with customers, regulatory and industry organizations on behalf of Westinghouse, and influence appropriate industry quality changes and improvements.
  • Recommend and implement solutions to quality problems, ensure swift and thorough corrective and preventive action.
  • Ensure effective change management, keeping clear and open lines of communication with Quality Manager, regulatory agencies, customers and suppliers as appropriate.
  • Develop department budget and control expenditures to remain within budget.
  • Ensure staff is appropriately trained and manage employee performance to achieve project objectives.
  • Implement quality assurance best practices through continuous improvement.

Minimum Requirements:

  • BS degree (preferably engineering/technical) plus at least 10 years of progressive quality assurance experience required.
  • Broad knowledge of nuclear quality assurance regulations, codes and standards.
  • Deep working knowledge of ISO 9001, 10CFR50 Appendix B, ASME NQA-1 1994, ASME B&PV Code, 10CFR21, and associated regulations and standards is necessary. Knowledge of IAEA GS-R-3 is highly desirable.
  • Knowledge and application of INPO Principles for a Strong Nuclear Safety Culture and Principles for Excellence in Nuclear Project Construction.
Knowledge of engineering, manufacturing, fabrication and testing work processes, general business acumen.


At least 10 years of progressive quality assurance experience required
